Unable to do anything on 64-bit Win7

Here's what happens when I try to install BtS: I'm running setup.exe as an admin, it takes about an hour for the install wizard to load, the install dialog eventually opens and I select a few options and start the installation.

The only problem is the installer will "search for updated directX files and update as necessary". After it does this, the program completely disappears without a trace, no error message(s) or anything.

What could be the problem?

Warlords won't install either because of an error when trying to copy over the introduction video, and vanilla is installed but fails to load "shader libraries" (whatever those are) so even that doesn't work!
 
It sounds like your vanilla install is messed up. Since warlords and BtS are expansions that require vanilla, it makes sense that you would have trouble installing them over a broken vanilla install. Try uninstalling Civ4 completely, restart your computer, install civ4 again, restart, and then see if it runs. If it then works perfectly, install either warlords or BtS, restart, and run whichever you just installed. Then install the other again with a restart before you try to run it for the first time.
