Unable to enhance religion

During this game i had 2 bugs occur. First bug was the game never allowed me to get a 2nd GP to enhance my religion no matter how much faith i built up afterwards. I even tried buying multiple GPs myself and using them to enhance it and it would not let me.

The 2nd bug was dealing with a allied city states (Florance) strat resource. On Turn 200-205 i discovered Aluminum and it appeared in a city state i had been allied with the whole game. It appeared on a hill where they had already put a mine i assume. The aluminum was there and it showed that there was a mine there but i could not get it. I tried paying them to improve it even though it already listed there was a mine there but it was reded out. As soon as i teched refrigeration 160 turns later it suddenly gave me the resource.

Here is a link to my file showing that i cant enhance my religion. Sadly i did acquire the aluminum before i made this file but perhaps the logs can confirm when i discovered it to when i received it.

The aluminum glitch is an old one. If the CS has already mined the strategic (whether coal, aluminum or uranium), it won't get/give you the resource until some critical mass of other AIs have researched the required tech. Conversely, if they haven't mined the tile, you can gift 200 gold and get the resource immediately.
