Unable to Locate Component- Error Msg

-This application has failed to start because MSVCR71.dll was not found. Re-installing the application may fix this problem.

-Tried reinstalling multiple times, reset after every install/uninstall.
-Tried installing in different folder
-Tried Redownloading Because i figured the file was corrupt
-I meet all the requirements if that makes a difference, by far.
I Bought and downloaded this game via Direct2Drive, im wondering if anyone else has done this and have had the same problem for possible solutions.
It wont allow me to load it, i dont see any different mirrors I can download this from, so any help would be appreciated, Thanks.

Have you got .NET installed ? This error does occur when it is not installed. Check via Windows Update if you are not sure

Be aware you may still have some problems after this as Official Patches have to be tweeked by Direct2Drive before they are useable to their customers. Check .NET first, see how you go, if stillproblems you will have to wait for Direct2Drtive to make available Patch V1.52 (the latter is a Major patch addressing many issues that arose in V1 and V1.09
