Unable to nuke? please help

I don't quite understand how I am able to only nuke certain tiles.

I'd click on the "nuke mode" button, then left click on the tile. This only works on certain tiles.

Am I missing something? This is so frustrating.

you cant nuke your own/ friendly tiles, make sure ur at war and ur units are far away

I have checked all that. I am at war with catherine. I can nuke one of her cities but not the others.

Does the one tile need to be "war" or does all 8 tiles need to be?

actually you should be able to nuke all of her territory once you declared war, but maybe the Russians have open borders with a different nation and they have units in the russian cities. Just to make sure, declare war on all nations
