Unable to play at all, need help.

So when I start civ 5 all goes smooth until I try to load or start a new game. The set up is normal, I usually do two AI civs on a huge continental map. Then I hit the start button and the leader loading page pop up and the voice over starts, then out of no where it disappears and the civ 5 background is all that it shows, but the voice over keeps going. Once the voice over ends I get stuck there in silence, I can't access anything as civ 5 is now dominant, the only reason I can do anything is I have task manager set to always on top. Ending civ 5 leads to another issue where no steam games will work on my computer until I hard restart it, but I'm certain that's my computers issue, not civ's. I'm using an acer aspire E15 with a i7-5500U 2.4GHz, 16Gb RAM, NVIDIA GeForce 940M 4Gb VRAM. This problem started randomly, one day it works flawlessly, next it has a conniption when trying to play. If anyone has any sloution to the games problem or even the whole steam not working after a game crash problem (I know that's not what this forum is for) please tell me.
