Unable to spend culture

I am playing for a Babylon and can't spend culture anywhere in early stage of game, because all social policies trees are blocked before medieval age. All I can is to endlessly change government.

PiR, Rhye mentioned porting this mod to 7. Does he have a cozy relationship with someone on the inside who can give him the .dll to actually do this, or does Firaxis' newfound hostility towards mods make a 5 to 7 route a nonstarter?

(Personally, I need something exciting like RFC 7 to be truly tempted to buy 7)
