[GS] Unable to spent points on city states V1.0.0.317 (Not a Bug)

In the screenshot I play Hungary, Germany conquered 1 of my allied city states, now i cant spent any more points on city states. Why? And how can i fix it?

You can't spend any more points (envoys) because you don't have any. The line at the top of the City State list says you are "earning" 2 envoys every 75 turns, not that you have 2 envoys to spend.
