Underwater/Moon bases

I think that you should just have the option of spending a lot of money to "build space colony" When you do this a certain number of your people are sent to space where they will live. The population that you have in space will count for a lot of victory points, and maybe it will contribute resources to your civ.

I also believe that you should be able to set when technological progress ends. You could choose to only play the through the ancient, or middle, or industrial, or modern ages; or you could play all the way through to the future.
 
i like the idea of using ocean squares outside of a cities radius, like fishing/whaling in international waters but how do you decide where to fish? Japan is whaling in the Southern ocean. also on the space thing maybe you could have a series of maps. like the world map then u soom out to a galactic map or whateva and you can choose which planets to send your team to. maybe a random chance of failure like espionage missions.
 
I've always thought the International Space Station as a wonder, a satellite array, and oil that you can exploit in coastal squares could be implemented. But that's about as far as it would go.
