You are right. If you have screwed your rep by breaking treaties or the like, your rep can remain in the dog house while your attitude can still alter.

When it comes to negotiating deal it is your reputation which has the primary impact.

When it comes to a vote in the UN it is the other AI's attitude which is important..

By wrecking your reputation you can limit the way in which you can increase other civs attitude to you, so reputation and attitude are somewhat linked.

As for evidence on increasing attitude I must admit it is through experience, not hard emperical analysis. I have noticed that "screwing" the AI down to minimum payout has less effect on increasing attitude than adding in extra gold or freebies.
