Unhealthiness question due to jungles

I have several cities in heavy jungle areas. I cleared the 8 surrounding tiles of jungle but I'm still getting unhealthiness problems due to jungle. There are still jungle tiles in the "fat cross" sections of the cities, is that the cause of the problem?

Yes -- it's the full 21-tile radius that matters.

And put something down on those tiles once you have them cleared. Jungles grow at twice rate of forests. And if your clear clutting a large jungle area, do not get mad if you have to clear the same tile more than once if you failed to put down an improvement the first time. Roads are not enough.
