I think there should be unions between countries, just like a mutual protection pact, but with more countries joined. These countries would share their economy, resources, tecnology, stand together when a war is declared on a country in the union, etc.
 
I don't think this would work, would you really share your country with an AI? Or do you mean something like a pact of brotherhood in SMAC?
 
It's basically a massive treaty that lets your soldiers wander around in their territory, even in their bases [cities], and gives a massive boost to trade, both commercial and scientific [neither of which CivIII really simulates], between the two factions [civs]. It also guaranteed mutual protection.
 
There is also the Protectorate Pact in SMAC, where you can offer continued survival to one of the factions, but at the cost of their independance! I'd love to see this in cIV!

I'm afraid you mean something different, but I think my little idea is fitting in here.

I also would like some kind of unions. Whatever they are called. I'm thinking more about a sort of vassalage, working in any ages. If two civs are in war and one has only a few cities left, then it could be a option joining in a union or vasall status for peace. If these two civs are in a "union" then the winning civ could produce the UU of the losing civ (without getting GA from that unit if winning a battle) as long as the vasall/union status is active. Units from both civs can move into all cities from both civs and may use same terrain square.

Well, there are much more details to think about, but I simply would bringing this up for discussion.
 
CTP2 had Scientific and Trade agreements, which would give bonuses to each Civ. In Civ4 a science agreement would be good. It would mean two Civs would combine their Science research at a pre-agreed level to reach a pre-agreed goal (e.g. English and Zulu both research Computers). The disadvantages would be not being allowed to change your tax rate until the science is 'learnt', and thus both sides may be vulnerable to attack. This would have to be later in the game, and would have to be optional (especially for multiplayer).
