So I want to change a general unit for all game civs to be able to use. I want to buff artillery and when you create it as any civ it will have the buffs. I tried doing it simply by loading the artillery xml file, changing the numbers, saving it, building the mod, and activating it. Something tells me there is more to it than that.

It's better to just take the mod from the game's MODS folder, zip it, and attach the result directly to a post. Because tbh I cannot tell from your description of the problem which of any number of mistakes you have likely made.

Zip the version of the mod the game is actually trying to use, which will be found as a sub-folder in ~\Documents\My Games\Sid Meier's Civilization 5\MODS. Zip the whole sub-folder for your mod.

Look for a button called "Upload A File" (I think that is what it is called) when composing your thread reply.
