I thought under monarchy all units were free? Yet i still have to pay for them. Is this a bug or does it happen on harder levels?

I think that you get three free units for each city you have. I could be wrong though, my manual isn't nearby...

Even under monarchy? I thought that it was only with republic and democracy?

Under republic and democracy, you have to pay for ALL of your units. Under monarchy, some units are free because some of your nobility are providing you with millitary service in return for the land you gave them, which, as king, :king: was given to you by God.

I don't know if this is the real reason, but it makes historical sense, so I'll just leave it at that.

All units are free though under Anarchy. Unfortunately, anarchy doesn't produce anything, so all commerce and shields are lost.

If all units were free under Monarchy, we would have a serious balance issue on our hands.

No, just under anarchy.

Despotism, each city can support 4 units, regardless of size.

Communism and Monarchy, towns support 2, cities 4, and metropolises 8.

I stand corrected. Thanx.

Thanks guys. yeah all free units would make monarchy to powerfull.

Welcome. Civ II, usually, each city could only support 3 units.

Though I have heard that on Chieftainyou can go in the red and it wouldn't matter, so, technically, all units could be free then.

Haven't tried that yet though. Imagine having 500 tanks, 200 destroyers and battleships, 300 marines, -1000 gold each turn and not losing anything. Sure, you couldn't rush anything but hey, when you're overrunning your opponents with unreal amounts of units, who needs rushing?
