Unit making for civ 2 wasn´t very difficulty, but the 3rd dimension made it much more. You needed certain programs and certain models. Both were sometimes free, some better had to be paid. Now Civ IV is coming. It is obvoius that for new good mods and scenarios for a certain time not sufficient units are there. To shorten this time a unit editor should be in. Then you can only introduce a model and perhaps effects (gunfire, smoke, missiles, torpedoes, explosions,...) and the unit is ready. You need no longer any program, but only a model. On this way the time for a new unit will be made as short as possible.

Maybe if everyone asks nicely they'll release a modding expansion pack, full of customization tools, editors and a library of free units and buildings.

I would be surprised if Firaxis built in-house tools to create the units. They most likely used third-party 3d modelling software to accomplish the task. I don't really think they are going to release what you guys want because the tools for this already exist as 3rd party software.
