Hmm, how to do this without annoying anyone more than they already are?
It is a
good thing(tm) to be discussing a plan for unit quotas, and it's not very surprising to see disagreement as there are many different strategies possible. Let's review the two major aspects.
For a defensive strategy, we can use the
point defense method, which means keeping defenders in our cities, or we can use the
stand off defense method, which means keeping opponents far away and eliminating their forces before they can reach our lightly defended cities.
The point defense method is costly in terms of unit support because defenders have only one purpose and may never be actually used, but it also is the safer method.
The stand off defense method goes by the principle that a good offense obviates the need for a defense. It is more efficient in terms of unit costs because the outlying offensive units have another purpose, like barb uprising prevention and settler harvesting. If an enemy gets past the outer offensive defenses, the inner defenses are very thin and vulnerable.
My opinion is what we actually need to do long term is to mix point defense of coastal cities with stand off defense of the remainder.
The other things which have been discussed in this thread (libraries vs temples, wonder building, etc) should stand on their own, unless we want to make this an all-encompassing strategy thread.
