Unit Troubleshooting

I've got about 8 units allowable by "Confederate Tech" in a .scn I'm doing. All of the 8 units show up except for about 3. What am I doing wrong?
I HAVE checked and none become obsolete. I don't know what it is....I put them in different slots, but they still don't work...btw, I'm using MGE.
 
There are some strange weird and twisted circumstances that hinder the construction of some units in Civ2.
Look at this section of the so-called "Advanced Scenario Design v. 1.08" where Leon Marrick and Harlan Thompson explains some of these weird circumstances:

It's quite complicated so I recommend you just place some "un-buildable" unit in the musketeer and knight slots. Then they shouldn't obstruct anything.
 
Of course, if you can't get the AI playing the confederates to build all those units (which will probably be the case), you can always make them appear via events (turn/random turn).
 
I think he means it is impossible to build the units. The reason is explained on the site I linked to above.
 
Oh, right, the infamous musketeer and knight slots. What was I thinking? (Was I thinking?)
