maybe you could unlock a UU per age that all players have the option of unlocking. basically just a base unit only slight more of a certian attribute. It would be a UU of a civ either not listed as an option or one not in the game.
I like the idea of a peackeeping unit in the game. it can be stationed along borders between two waring civs, without the in my territory problem but coudl be attacked by either of those civs with only the threat of a rep hit for them or something.
some other ideas would be unlocking worker functions... like a trench network for civilwar/ww1 type situation (the enemy has calvery and you are loosing with yur riflemen so you can now buil trenches).. someting like that.. castles for midevil if you've got enough cities, ect..

maybe you could unlock scenarios as you played them instead of doing them in any order, maybe like a campaign
 
I'm going to have to say no to unlocking (except for easter eggs). TBS, including civ, are very sensitive to even the slightest changes. Like said before, if something is worth unlocking, it should be there in the first place. Having stuff locked just for the sake of being locked away is very silly IMHO.
 
I think if anything is going to unlock, it happens in game, per game. That is, a certain combo happens in a game (AI or player can get it9 but next game, it won't be there unless you can replicate it.

Example, getting loads of free units for having a certain tech at a certain time ... etc
 
This is such a terrible idea. Sorry if that sounds rude, but it is. You don't play to get new units, you play to win. This is a feature for car racing, or other action games; and for the worse wons. Why ruin the best game ever created?

I will not buy Civ4 if this is included.
 
Or maybe, to give you an extra objective [instead of ONLY winning], you could perphaps have a mini-quest [I think someone mentioned this already, but to expand..]

example:
*Normal Victories
*Mini-quest:
Eliminate one civilization in 20 turns. ==> Receive a mini-game
Complete one epic game before AD. ==> Receive another mini-game

You can complete these quests in normal gameplay, but they shouldn't affect normal gameplay, it's just a bonus. Possibly, a mini-game could be a pre-made scenario that offers a completely different gameplay (Eg. Sprint Round: Cultural Buildings, Workers/Settlers, everything is built ultra-fast.)
 
how bout difficulties- you beat a certain difficulty with a certain score and you could move up. Maybe this could be made into overall rankings for when you play multiplayer so if you have a high rank you can play other high ranked people but if you have a low rank you cant play high ranked people. And you could also have unlockable UU's so that as you go onto higher levels you get better and better UU's.(ie-US chieftain-pilgrims, warlord-revolutionaries, emperor-US marine, diety-Who knows)

This would change civ too much. Rather then doing whatever it takes to win, the player would be diverted to that role and therefore the big picture. The only "mini quests" should be built into the game itself, such as a reward for capturing London and their UN building. Other then that, NO WAY.
