Updating this ModifierArgument, it works but it also doesn't

So you know that government building that increases settler production in the government city? I was trying to change the value from +50% to +30%, but when I tested it, it doesn't work and settler production in the city is still +50%. However, in the SQLite database browser, it says that the value has been successfully updated (here I use +300% just as a test value that's easier to check if it actually changes):

I don't understand why the value updates in the game database but not in the game itself? I also tried to change the wonder production of autocracy from +10% to +15% and got the same problem here.
