I am playing a team game and I can't upgrade my unit that is in a teammate's territory. It is my understanding that a patch a while back limited the ability to upgrade units from in "friendly" territory to only *your* territory. The two problems with this are
1) The text when highlighting the upgrade option still states "friendly" territory which should include friendly city states and allied city states
2) Even if #1 is just a documentation issue, teammates are the equivalent of your own territory and would share the tech
Essentially I can understand if you cannot upgrade a unit in a city state because theoretically they wouldn't have the tech to share with you and that tech has not been communicated to your people in the field after its discovery. That argument doesn't hold water in a team game since everyone on the team shares the tech. That argument also doesn't explain why you can upgrade immediately after conquering a civ regardless of how far it is from your territory but that's a discussion for another time.
Apologies if this has been covered but all I could find was the city-state issue mentioned above. I can upload a save if this is indeed unintentional behavior or if I missed it in the documentation somewhere.
