I was playing my first game a Maori, I proceeded to not build any military until researching construction for Toa's
I upgraded my original warrior to a Toa.
Prior to upgrading my cities had about 10-15 defense each, I expected this to rise to 30's.
What did happen is no cities changed defense level
When I moved my Toa into the city my city defense temporarily rose to 40's only to fall back to 10's.
When I produced a Toa manually my cities all increased their defense to expected levels.
Recap, upgrading units while embarked do not appear to be properly increase city defense.
Assumption: embarked strength is used instead of land melee.
