Upgrading My PC...

What do I have to do to upgrade my PC for it to support Civ 4?

I plan on adding 256 MB of memory and a ATI Radeon 9550 video card. Is that enough?

It 'should' be. Might want to increase your pagefile also once you have upgraded the hardware. Although 512mb RAM is ok, 1Gb would be better - it's cheap enough these days to consider if your machine can take it.

Keep expectations on the level tho - your processor is 1.5Ghz, so it will never "break any speed records" even with the additions you plan. Should run ok (can never give 100% guarantee for any game) after those upgrades, but 1Gb RAM certainly would help tip the balance a bit for a low(ish) cpu, not essential as such but as Zanmato says 1Gb makes Civ much more playable.
