Upgrading Porblem

I recently finished researching Gunpowder. I have a Saltpeter resource within my borders and with a road going to it. I also have a source of Iron within my borders and with a road to it. I have modded the game a bit but Pikemen still upgrade to Musketmen. I have Barracks in some of my cities.

Here's the problem, the game acts as if Pikemen cant upgrade to Musketmen. It's not that I don't have the gold, because in the past, even if I don't have enough gold, the upgrade button is still there, the message, 'Not enough gold,' comes up.

This happened to me in a different game. In that one, I didn't have enough gold to upgrade all of my Spearmen before I researched Gunpowder. Once that happened, I couldn't upgrade my Spearmen anymore, but I was able to upgrade all of my Pikemen to Musketmen.

Another note, when I researched Feudalism, I started upgrading all of my Spearmen to Pikemen which worked just fine. I wasn't able to upgrade my Swordsmen to ME Infantry or my Horsemen to Knights.

I am playing PTW with the latest PTW patch. Has anyone else had this happen to them? If so, were you able to fix the problem?
 
Without a save file, this is difficult to diagnose. Possibilities include:

- Something broke when you modded. This is easier to do than it seems it should be.
- The saltpeter isn't really correctly hooked up to the whole empire (trade routes aren't always immediately intuitive).
- You really don't have the cash and the game's not telling you. This happens when upgrading one, not upgrade all, as I recall.

My guess is the second, but the first is also pretty likely. Impossible to diagnose without more information.

It's probably the mod. Are you sure you had barracks in the cities you tried to upgrade in???
