I think one should be able to upgrade one's units if they are in territory belonging to your vassals or allies. After all, that has often happened in real life; units did not have to go all the way home to get new equipment. Instead, it was transported to them. As happens to this day.

Sounds like a good idea to me, can't see anything wrong with that reasoning. It would definitely make those long-range intercontinental wars a lot easier.

I agree but think that perhaps the cost should be 20+% higher. There should be something that reflects how much harder it is to upgrade on the fly and to do it geographically further away from one's resources & industrial base. Either that, or a master should have to provide certain upgrades costs (building wise, like a barracks) to their puppet civ.

Economics in general, and particularly military economics is underwhelmingly oversimplified in the game. I guess it needs be to make it balanceable.

20% increse? Dude, I never even upgrade my obselate units as I need that money for research. 20% higher and everyonr will delete their obselate units rather then upgrade. GG are awesome, free upgrades >$800 GP to upgrade 1 archer to a longbow.

I'm very surprised. If you have a unit with three promotions, you wouldn't upgrade it? Units with no promotions is another matter, but elite units?

I tend to upgrade extensively at certain tech points. Archers are not something I generally build, nor would I choose to upgrade them to longbows.

Maces into Grenadiers and then Infantry can be decisive when done tactically.

But the main point of the thread was about increasing cost when upgrading/refitting units in occupied & allied territories, not whether or not upgrading made sense.
