Using a Spy to Spread Culture

How does a spy's "Spread Culture" mission effect enemy cities?

I have used it on cities that are right next to mine but nothing appears to happen. Does it just raise the percentage towards my civ? For example, if I am Dutch and I put it in a Greek city that is 60% Greek and 40% Dutch does it simply raise it to 59% Greek and 41% Dutch? If that is the case, then why can't I spread culture in specific, nearby tiles to gain improvements that I want?

Also, I'd like to thank everyone for all their strategies and techniques that they share on these forums! My game has improved immensely since I started reading here and now I find myself checking back multiple times a day to watch how various threads turn out.

I think it's mainly used to give culture to a city that you are about to conquer. Once conquered the city will pop its borders immediately after the period of anarchy.

I've been browsing around the forums trying to find out more about this myself. if anybody can shed some light on the spread culture spy mission, it would be greatly appreciated.

Well I used it twice on a Egyptian City. Than my cultural borders stretched a few tiles towards the city I spreaded my culture to.

Maybe once you have a lot of culture on that one city your trying to spread it to. They'll revolt and want to join your Civilization.
