Thought I would take a shot at animating a flag leaderhead of the Soviet Union. There are a few hiccups here and their, but overall I think it came out pretty good for a first try.
Looked at the flic as a preview (not in game). Still, looks like you did a great job with the animation. Care to reveal your secret technique? Something like tom2050's Poseidon LH would look pretty cool with an analogous "underwater" effect.

This is the first image I animated for civ, so there are probably better ways to do this. I don't think this method would work with an already animated leaderhead, but I did try it with one of the Poseidon leaderhead files and it did have a nice underwater effect to it.
Step by Step Guide
Spoiler:
Programs Used: Gimp 2 and Animation Shop 3
1. Create the static leaderhead files, (Advisors, Leaderheads, Races)
2. Open the Large 200x240 file in Gimp and convert it to RGB
3. In the tool bar go to Filters>>Animation>>Rippling
4. Set Frames to 121
5. Save the newly created file as a .gif; with the following settings
-'Save as Animation' and 'Convert to Indexed using default stettings'
-This will be the forward flick
6. Keep the file open and in the tool bar go to Layer>>Stack>>Reverse Layer Order and save the file. This will be the backward flick.
7.Open the files in Jasc Animation Shop
8. Highlight all 121 frames, right click and select Frame Properties
9. Change display time to '1' in each file
10. Save the files as a .flc
Thanks for the quick tutorial. Have to tuck it away for future use. A little moe complicated, but SBB, etc. might be a way to manipulate an existing LH. Not asking - just making a comment fwiw.
