Utility that I can test custom sounds?

Is there a utility that will play the .flc files along with their corresponding .wav files? I would like to test custom sound files easily instead of loading the game. thanks

Civ3FlcEdit apart of the Civ3MM kit is supposed to, but I've never tried it.
