v1.52 & all other official releases: Left, Right Arrow Keys Unusable

So far the game is working very well and I want to commend Firaxis and the Civ 4 team for a stable, entertaining game.

After viewing some in-game menus (and closing them) the left, right arrow keys (on the keyboard) no longer scroll the map left and right. The up, down arrows still scroll up, down; however, left & right no longer work until the next turn. Also, moving the mouse to the edge of the screen still scrolls in all directions (left, right, up, down).

I believe this error occurs most noticeably after viewing city screens with the keyboard shortcut Insert to open them, and closing the city screen view with Enter or Escape, though I could be wrong about when it error occurs because I haven't been critically documenting the occurrences. I almost always use KB shortcuts to open screens though.

This issue has occurred in all three versions of Civ 4 I've played: 1.00, 1.09 (?), and 1.52.

If this error has already been reported, kindly disregard.

FYI, I've noticed that this bug occurs mostly after exiting the diplomacy screen. For instance, I'll move my workers and units around, then I'll made a trade with Mao. When I exit that screen, the left and right arrow keys will not scroll.
 
I've had that a couple of times too. Up and down keys work but left and right don't. Not sure what I did to make them work again but probably the same things that seem to work with the mouseover bug - alt+tab, enter and exit the city screen, fiddle with the advisors etc.

I only play in windowed mode so I mostly use the arrow keys for scrolling around the map. Like I said I've only seen this a few times so it's not a common one. I've never used the insert key to open the city screen view so it's probably something else that's causing the bug to occur. I also never use the enter key to exit cities, only the esc key or by clicking on the small area outside the workable 21 tiles.

Will keep an eye out for it the next time I play the game (not sure when that'll be though!).
