I'm rather new at Civ 4, but I knew immediately that something was wrong with this picture.

The Egyptian city of Memphis, which is completely iced in, has built a work boat. Given that the boat cannot move out of the city, I'd have to think that this is an AI bug. I have (with any luck...it's my first post after all) posted my save if you want to check it out for yourself. It's actually a decent start, but be warned that the only military unit that I have is a single, unpromoted warrior.

I believe that this bug should be easily reproducable if you place an AI city so that has access to only ice, but I haven't tried it.

Also note (cyan circle) that my animal squares that are being worked lose their graphics. I believe that this bug has been posted before. I'd post my specs, but I probably deserve the bug given the graphics cards and drivers that I have (low end Intel graphics card).

Bug update...things have gotten more interesting.

Memphis culture flipped to me, and I chose to raze the city given the horrible location. I have an open borders treaty with Hatshepsut, so her units didn't get transported back to Thebes. It turns out that she kept the useless work boat all this time, and the boat is still beached on the ruins of Memphis. She has not disbanded the completely useless unit, which probably qualifies as a separate AI bug. I still have open borders with her, so it'll be interesting to see what happens if I cancel the agreement and the boat gets transported back to her territory. Where will it go? To Thebes where it will be Hatshepsut's royal boat on that little freshwater lake? Will she be able to work that oil square with it if it gets teleported there? We'll see.

She's Christian, so I think that I've found Noah Ark  !

I have this same situation actually. I built a city in a similar location as memphis to obtain a uranium source and I left the city auto build on and it decided to produce a work boat.

My only guess is that ice is considered water since it might melt and turn to ocean if global warming occurs. As for the floating boat over the city rubble, I remember similar problems in civ3 when a city was abandoned/destroyed. The boat should move to the nearest coastal city if your aggrement is canceled.

Yes, you were quite right about what would happen once I cancelled the open borders agreement.

The work boat is now in Thebes, and it is still as useless as ever. I didn't know that the ice would melt in the event of global warming, thanks. I guess that there are certain circumstances when building the boat would be logical. Well, there were 2 bugs for the price of one here. It would have been interesting to see what would have happened if Thebes was not next to that lake. It would be nice if landlocked cities destroyed the boats that got transported there.
