Try downloading the patch again, if you downloaded yours from the CFC server. Some people reported the patch on the CFC server was corrupted and resulted in interface problem.

I've had this problem before with 1.09, but it's more so been from playing for long periods of time and having huge maps. Before using Harkonen's memory fix, I was able to play the game for about 4 hours before the interface would go away. However, after the fix, it took about 20 hours of straight play for this to happen. I haven't had the pleasure of trying Firaxis' new patch for this long, and I probably won't. If you have less to render, it doesn't happen at all, so go from a huge map to a large map, or turn down your graphics quality. This is just advice for you if it still doesn't work after patching it.
I am getting this problem in the worst way: no UI text whatsoever in the main menu when the game loads! Just space and arrows pointing to empty space (where buttons should be) when you hover over it.
Using NVIDIA latest (81.98) driver, no mods. Will try reinstalling game from scratch.
[UPDATE:] reinstalling the game from scratch fixed the problem! Woohoo

The game didn't like it when I used an old GlobaDefines.xml from version 1.09. All text dissappeared. Copying the new GlobalDefines to my customassets folder and doing my changes again solved this for me.
