Not sure whether I'd class this as a bug or not, since monasteries are still some use after scientific method. They still produce culture and are needed to build missionaries most of the time.
Despite their usefulness after scientific method they are not buildable, this is in fact the bug. I think the intention is that the +10% science feature is what becomes obsolete and hope these are buildable in the future but just don't give the science bonus.
