v1.61 Iron Works

I have built the Statue of Liberty and have a forge in a city with Iron Works.
Shouldn't I then have the ability to assign 5 engineers as specialists (1+1+3)?
Now, I can only assign 4!

No, this is not a bug. You can only assign 4 engineers still, but one of them is free. Also, Statue of Liberty only applies to cities on the same continent, so don't build it on an island like I did, twice!

The Statue of Liberty allows one free specialist (i.e. it isn't a population point), but it doesn't override the limits on each type of specialist. You're therefore only allowed 1 from the forge and 3 from the ironworks for a total of 4.
