V105 City building purchase broken?

I just started a game on V105 and found I could not purchase a monument. The funds were taken, but the monument did not appear in the purchase turn, nor the follow up turn. It was working in V104, though I think it was broken in an earlier version too.

Is your bug there when you first build a city? I've found that if I wait 1 turn after building a city it works.

Yep, the city was several turns old already - my 2nd city.
I'm going to go over the autosaves to see if I can pinpoint where and when things went wrong, by purchasing the thing earlier.
