Did you try everything on the common checklist? In particular, do you have any other mods installed, or other versions of this mod installed?
Well, ive given up, cant think of other possible sollutions, reinstalled the game once , fresh install, updated, installed mod (only this mod), started game and ui not working.
Too bad, the mod looks great
Just to confirm, you're on the ".511" patch version of the game right (on the main screen)?

Everything I know of that can prevent mods from loading is on the checklist. Double-check your game version is "1.0.1.511" (#1 on the checklist), and verify that the game files are not corrupted (#9).
If you've done everything on the list, your copy of Civ should be identical to ours. If it's not the same you've discovered something new that can cause a difference between one copy of Civ and another. Can you think of any unusual circumstances involved in your playing the game? Are you playing it on a Macintosh, Linux, or a portable drive?
