[v150] ressource info value wrong

Hey,

the mouse-hover ressource info shows "9 horses: 1 import, 1 used, 8 surplus"
In fact, I have 1 horse as a tile ressource, 2 horses beneath an occupied city, 7 horses imported and 1 horse used, so the result is correct but the import value is wrong.

Thanks, I think I found the bug. It should be fixed in v151.5.
