That brings up a strange point; when I played Atilla, my units aside from archers were nerfed with a strategic resource penalty since Atilla cannot hold land. It made him quite difficult to play since all my units aside from the battering rams felt like paper tigers. For barbarianate civs like the Native Americans and the Huns, could the strategic resource penalty be turned off?
