Why is this. our relationship couldnt be better but she just wont trade techs. people that are annoyed or cautious will but she, being friendly, wont budge.

You would have to be one step above friendly for her to trade techs with you, but that can't happen, therefore she will never trade techs with you ...

Yeah, considering that their greetings is "let's share our secrets", that doesn't make much sense. They really should trade at Friendly or even Pleased - isolationist AI's are bad AI's.
