Vanquished Civilization not Vanquished?

In my Rhye's of Civ (2.61) game I was playing, I recently declared war on the Byzantines, a civilzation of two cities, one located at RL Istanbul, the other at RL Sevastopol. I had recently, just before going to war with the Byzantines, traded world maps, and these were their only two cities.

However, after I conquered the two cities, the Byzantines weren't vanquished. What gives? I'm a Republic, so I don't want this war to be dragging on, and nor do I want votes against me at the UN.
 
They probably have a settler sitting in a boat somewhere. Kill it, and they be vanquished! :)
 
Are you certain that they did not have time to build a new city before you destroyed the two that you saw? Either they have a new city somewhere, or a settler moving somewhere that's going to build one. Seek and destroy!

You also have to think about the AI respawn option being on ;) . You may
have to get peace for now until you verify where the city is and how you are
going to get there :scan: for :hammer: .
 
AI Respawn is not on... I purposely turn that off because I hate that function.

hmmmm... I thought after cities were destroyed, remaining units would die off?

Oh well, looks like I'll have to go get everyone at war with them/hunt down that dang boat >___<

go fig my navy consists of three Galleons ^^;;

I can't stand that function either :mad: . I turn it off also. ;)
 
If they have a settler on land when you take or destroy their last city, that settler will immediately build a city where they stand. If they are inside someone else's cultural borders, this is a declaration of war and the city usually doesn't last long.
 
The AI will put a settler on a boat and search for anything including a 1-tiles island. Happened to me once in the Test of Time mod. I wiped out all of their cities and traded maps with every other civ to find the missing city. I finally got tired of hunting signed a peace treaty with them and suddnely a 1-tiled island had a city of thiers. An island I checked 3 times. Then when I went to investigate, a boat next to the island with the city. Once I attacked it and took the city they were finally gone.
