Venice buying tiles?

I saw that someone said that Venice can buy tiles in puppeted cities, but I am not finding this to be the case. I have two puppeted cities and I can purchase stuff (buildings, troops, etc.) but not tiles. I have once city that is bordering gold, and I have tried to buy this tile numerous times, but the buy tile button is greyed out. I can't figure out if it's me or if this is how it is supposed to be.

I finally figured out where my saves are on my mac! Yipee!

They're not supposed to be able to buy tiles in puppets, some people claim to have found a way around it.

Yep officially venice can only buy buildings and units in puppets. No where does it say tiles. Unofficially there might be bugs that allow annexing or other exploits.

Honestly, it should be given the ability to do so though. The AI that picks what tile to get next is awful, usually skipping resources and even natural wonders in favor of a 7th grassland tile....

Any idea how to mod this in? Where in the xml should I search for?
