There is a way in the Steam client to verify that your game files are error free and up to date.
Go to your Library and right click "Sid Meyer's Civilization V"
Choose Properties (at bottom of list)
Go to the Local Files tab
Click on "Verify Integrity of Game Cache..."
That compares the CRC of your local files to the ones on Steam and downloads any that don't match.
