Very important question about adding new Civilizations

Big big question:

I have made my new civ, it works and all and everything is good and done. Or so I thought...

When I play the .bic scenario file, everything works fine. however, when I wish to play a normal game, the civ I replaced has NO civilopedia entry.

So. Here are my questions:

1) If I replace a civ, how do I make it function normally ina normal game?

or

2) how do I ADD a new civ? I know how to do all the C3CT and editor stuff, but how do I add it to the set-up screen?
