Netherlands proposed to ban a luxury. With my diplomat, i negotiated with them to vote nay on their own proposal. The voting comes, they assign 2 delegates to "Nay" and 8 to "Yea".

Can AI vote on opposite directions on the same resolution?

Yes, they can. The votes you bought were only their core votes. They are free to cast their other votes (e.g., CS ally votes) as they see fit.

You can do the same if you sell/commit your core votes.
