Warlords: Closed border not honored

Haven't seen a border problem since before Civ 1.61...this is warlords 1.00...as you can see, i do NOT have open borders with germany, yet his great merchants are going through my territory. Did i miss something where great people can go thru your territory regardless of border status, or is this a bug?

The two screen shots show the turn i noticed the violation and the turn after...i wanted to make sure my borders hadn't expanded and ai was just late to bump unit...but the shots show he is moving thru my territory.

Huh, didn't know that. I guess Great Merchants can go into territory without open borders.

Sorry...this is not a bug...just found that great merchants have 'explore rival territory' assigned to them...I didnt see this until i looked at great merchant unit in civilopedia specifically (its not listed under specialists section).

Interesting "spy" capabilities with great merchant....

Sort of. If you don't want the merchant spying, you can just declare war. It's not invisible, so you know when it's in your territory, and you can decide if and when you want to evict it.
