Warlords - Graphical glitch + freezing

I just got Warlords and am experiencing graphical glitches and short-term freezes about 1 to 2 minutes after I start the game. Some of the screen becomes pixelated and the civ flags seem to 'stretch' while flashing. When this occurs, it will freeze shortly after for about 10 seconds, then will be fine again for another minute or so. Then it's wash, rinse, repeat... I have included a screenshot, thought I caught it at a mild time. It's usually a lot worse looking than this:

System Specs:

AMD Athlon 3400+
1GB Corsair XMS DDR RAM
nVidia 6800 Ultra
DirectX 9.0c
Creative SB Audigy 2
WD 80GB HDD
550w PSU
Windows XP (SP2)

Everything I have is completely up to date driver wise (video, sound, chipset). I've also done my thorough preventative maintenance routine, including monitoring system and VC temps. I'm not lying when I say I've tried just about everything here. I've tried old video card drivers, new drivers, lowering all in-game graphical settings, different resolutions, different sound settings... I'm lost. I just haven't got a clue. :confused:

Yes, I've reinstalled a few times already. Vanilla Civ4 is fine. Also, doesn't make a difference in windowed mode.

I can't see nothing wrong on the flags, but i can see some of the terrain looking smudged.

Do you have any codecs installed e.g. k-lite?
 
Look at the top-left of the flag on top in the map. See how it's stretched? Like I mentioned before, it's usually a lot worse than this. Sometimes the flags stretch and flash the entire heighth of the screen.

No codecs installed. I also need to point out I have no trouble with any other games.
 
Open up the ini file in My Documents\My Games\Warlords

Once in there find "Disable PAK memory mapping", change the 0 to a 1, and find "Don't skip frames if falling behind", and change the 1 to a 0. Select file then save.

Doesn't make a difference.

I appreciate the suggestions though.
