It seems that is you have a vassal and declare war on thurd party, this civ will never agreed to Vassal to you, even if your Vassal kill all this civ units and take all cities.
If you yourself do not kill enogth of this civ units it reply is:
"Surelly you must be joking".
That is rediculous, as I definatly can protect it from my vassal!
It seem units killed by vassal do not count toward winning the war.
