warmonger penalty for refusing peace?

I was surprise attacked by Japan early on, and after I destroyed their military they tried to make peace. I decided to use the opportunity to diminish their threat further and take a couple cities from them. After this war, they kept denouncing me for being a warmonger even though he attacked me. Nobody else denounced me for this reason.

Does anyone know the rule on this one?
 
Maybe the tooltip is just wrong and they just don't like you and thats why they denounce you.

The game makes it very clear. First the animated leader denounces you, then there is another screen that carries a hint that says (They think you are a warmonger). And no other civ said this about me, only Japan.

My concern here is that once someone attacks you and loses, is there any hope of being friends with them again? If you take one city, you probably should just take them all and defeat them.
 
Once you're taking cities you begin to gain warmonger penalties even if you're fighting a defensive war, basically the only way to avoid it is to sit in your own territory and fight off any troops that come to you until the AI offers peace. As for making friends again afterwards, some leaders seem to be a bit more forgiving than others, for instance I had Trajan attack me quite early in my first game, I fought him off and razed his nearest city, then offered peace. He stayed angry with me for maybe 50ish turns but by settling more cities I was able to make the positive modifier from his agenda cancel out the warmonger penalty and by the end of the game we had been shifting between declared friendship and full alliance for about 100 turns. So it is possible, you just have to find a way of balancing out the warmongering.
 
you get warmonger hate from both declaring wars and from taking cities (or razing them).

So yeah, if you went and took their cities, they aren't going to like you for a while.

If you peace out without razing or taking their cities you should not be getting warmonger hate -- if you were the one attacked. And yes, the warmonger hate reduces over time, so they can eventually become friends if you get their agenda items working.

Kongo declared on me yesterday, and I ended up friends with them later, but I didn't take any of their cities, I just defended my territory from their units, destroyed lots of his units.

I did spread my religion to him and request an embassy (accepted) directly after the war.
