Warmonger Threat

Looking for clarity on what impacts warmonger threat level. This details mechanics on city capture/conquest but in the comments section the poster states that cities given in peace deals are not considered conquered, and excluded from warmonger score.

In a game I had going recently I was DOW'd once, DOW'd twice and did not take any cities that were not given to me in peace deals. In spite of this one of the Civs (Venice) has me as a Minor threat.

So is there anything else other than taking cities via conquest that counts ?

I think DoW alone can put on the minor threat level, but it shouldn't last long if you didn't take any cities.

The warmonger score(what decays) is larger than the warmonger hate(what affects your relations) so as a result will decay more slowly than any other negative diplo modifiers. Multiple DOWs(that you make) can really affect your relations even if you don't take any cities.
