Warmongering penalty/Global Peace Accord

What gives warmonger points? Is it only city captures?

I'm in a game as Austria and the first World Congress is up. I obviously am leading in votes (11 votes, which is the same as all other civs combined)

My cities are in a very good defensive position, except one side who faces a 15+ cities (all very well populated and connected) Egypt with a huge army. I'm trying to get a good relationship with him through trades, but there is clearly an incoming DoW.

I could pass Global Peace Accords, but I fear the gpt hit won't affect him too much.

If the warmongering penalty is only for capturing cities, I feel it won't prevent him from declaring and capturing a city or 2.

Ironically, I think casus Belli would be better for me, allowing me to get more gold for a defensive army.

The best resolution to cripple him would be to sanction him, but this might as well be an immediate dow, which I don't want.

What should I pass? Peace accord? Casus Belli? Sanctions on Egypt? Something neutral?

I'm playing with the modpack (which dates to march 2017 if I'm not mistaken)
 
Consider a more subtle diplomatic solution, if it's possible at all:

1. Propose something that Egypt will like and you're okay with.
2. Gift them something for a diplo boost.
3. Bribe some braindead grunt (Zulus, Mongols, etc) to attack them.

This might not be possible, but if it is, it's likely to be a better use of your resources than fighting a difficult defensive war.

I happen to be playing Austria currently, on immortal. Only managed 5 delegates for the 1st WC though - how could you get the gold for so many marriages so early?

Difficulty? I did a recent Austria test on king and the scenario is very likely on continents.

Don't quite understand your reply... which scenario?

Anyway I'm playing on immortal and doing decently - t160-ish, 6 cities, 7 CS allies, 3 marriages, 3 embassies, 4 techs and 2 policies behind the top civs.

I mean it's not that difficult to have a majority of delegates in the world congress being Austria, specially at lower difficulties. Being in continents also helps, since you have more time to place an embassy or two, plus a few marriages, plus the many alliances from meeting quests. Later the thing changes, when AI start swarming city states with their diplo units.
