Second option ; pray that the AI has even 1 troop on your soil.If they have 1 troop ; the troop will not disappear after they accept your "remove your troops...." demand.if they have more troops they will automatically disappear from your soil.or they will declare war.if just 1 troop ; it will not disappear ; and try the "remove your troops..." demand for like 10-15 times at the same turn:) they accept , accept , accept and declare war(sometimes.But do not get bored when demanding lots of times:lol: )

I think it is the people are more willing to accept their leader being in charge for a while. Hence the happiness! The happiness in Civ3 represents the peoples satisfaction with their leader.

What you describe is closer to mobilization.

Depends on your style and other things.

I tend to keep them, build a worker and starve the city down. This reduces the flip risk and thins out the resisters. And the first worker they build tends to identify with the old nation, which makes is a slave.
 
I also tend to keep cities unless they need to be replaced in a better position. I try to keep a large stack of troops on the turn of capture to immediately surpress any resistance. I then only leave healing troops behind, while starving the city and rushing workers or settlers depending on available cash.

I play on Emperor level and below.
 
on lower levels, definitely keep them. You will get some flips, but you can take them back.

On Sid and deity, raze and replace unless you are going to kill the AI right then and there or if there is an important wonder. High level AI's build so fast that they get huge amounts of culture.
