Way behind tech

Hello, i actually had a previous account but forgot my username and password, Lol.

anyway, I recently upgraded my Civ 3 vanilla from 1.07f to 1.29f and now, it seems, the AI just got more aggressive.
Im currently playing China and I notice that im way behind the tech tree compared to my rivals, around 4-5 techs behind.
The year is 1798 and im still studying scientific method while most nations has replaceable parts in the bag. No matter what strategy i use, i always fall way back in science output. Im playing on a Regent level since i was hopelessly behind when i played Monarch:blush:

even though i have the highest histograph score, i still cant manage to catch up. Ive been desperately trying to catch up with them since the Ancient times, and its constraining my army, having costly wars pitting their advanced units against my numerous obsolete units. Now, i am at war with Japan and i'd usually lose 3-5 cavalries trying to kill a single Infantry unit. Im desperately trying to hurry scientific method so that i can hurry the theory of evolution (+2 techs free) with my leader but im losing hope because the AI already started building it several turns before.

How do I catch up scientifically speaking? i already have libraries and universities with most of my cities but still, no progress and my science slider is in 80% (had to cut spending for this damn war). why oh why?
 
Its hard to say without seeing a save, but it could be for a lot of reasons. Lack of growth, wrong gov, poor tech path planning, too much building.
 
This game is a bit modded with regards to units.
Guess i just want to have this one as realistic as possible.

i play on a huge earth map (Kal-el's world map), regent.

*Civs in the American continents have cheap/fast settlers that can only be built by the late middle ages to add realism of the expanding 200y/o America.
*China and Russia have special fast settler units to make sure they occupy the large patches of land between Asia and Europe.
*and ALL naval units except galleys have doubled their movement rate so no galley's can traverse oceans and also no Galleon can ever make a 50-year journey just going across the Atlantic!
*rate of science have been decreased so that we wont have to start going into the IA in 1000AD.

Im abandoning the game, it just seemed hopeless:blush:

Hope some of you can figure out what i did wrong or missed...
