Hmmm...But maybe a hot cup of joe (or twenty) would actually boost production. None of your workers would be able to sleep, and they'd be inordinately hyperactive and jittery.

Belgium's 'para' is short for para-commandos. They are elite paratroopers (well, elite according to Belgian army standards ).
A Belgian civ would be only a joke for us, and I can understand non-Belgian won't give a f*ck about it But seriously, it could be useful for an european WW1 or WW2 scenario.
Belgium should be scientific and industrious. And the best military units Belgium is known for are its minesweeper ships, so maybe an upgraded destroyer?
We should also add the concept of a negative trait : 'eternal useless language quarrels versus Walloons and Flemish' => random periods of anarchy under democracy
